1970 was not nearly a fraction as bad as the early 1980s for factory closures. The Docks were still working throughout the 1970s but at an ever decreasing rate. The closure of Offices related to Shipping Companies in the 1960s was the biggest blow to employment in the City, 50.000 Office Jobs were lost. The move to containarisation of shipping Cargo also sharply effected Liverpool Docks as ships needed less time in port and Containers could be unloaded anywhere after being inspected by Customs Officers. Dock Workers insistence on the exclusive right to load and unload Containers within 5 miles of the Port, while understandable from their point of view, also complicated planning for investment in future infrastructure.
