Is this rumour based in historical fact? If so where can I find any more information about this?

Liverpool holds the record for welcoming the first chinese immigrnts into Britain and the first CHINATOWN, was set up in liverpool. it is a vital part of liverpool's economy. Liverpool do not deport people, this is the work for the appointed department of immigration, set up by the duly elected British government of the day.

I have heard the opposite to this. That Liverpool was one of the first places Chinese people settled in Europe and that they were welcomed.
